Ellicott City and Columbia Projects
Howard County starts just across the Patapsco from Catonsville, and our portfolio has more jobs in Ellicott City and Columbia than in any other place outside our hometown. Most of them are below ground: full basements, basement bathrooms and the egress window that lets a lower-level room be used as a bedroom.
Outside, an Ellicott City side yard got a poured concrete walkway where there had been bare ground. In Columbia, two basement bathrooms began with trenching through the slab for drains, and a garage got a new window.

Howard County permits
Permits here go through the county’s Department of Inspections, Licenses and Permits (DILP). Howard County’s residential building permit handout uses a finished basement as its example of an interior alteration permit, with a recreation room, a full bath and a bedroom with a new egress window. Our basement permit guide covers the rest.
